Community Advisory Committee

The role of the Committee was to provide feedback and recommendations to the LRA Board and staff regarding the reuse and redevelopment of the Riverbank Army Ammunition Plant.

The LRA Board and the City of Riverbank extends its sincere gratitude to the Committee members for your valued service in promoting community interest and involvement by the community in the project. 

Committee Member 1 - Roger Baker
Mr. Baker currently rents office space for his business from the LRA at the Riverbank Industrial Complex.  He has knowledge of laws and regulations in industrial and agriculture fields, services the local community, and serves as Vice President on the Board for BelPassi Baseball.
Committee Member 2 - Joe Heaney
Mr. Heaney is knowledgeable in the field of management, entrepreneurship, start-ups, marketing and strategy.  He serves or has served on Clearwave Energy and Tansmag boards as Chairman; a board member for International Snack Food Association, Cornnuts, East Bay Humane Society, Volunteers of America (Oakland), and Danville Little League; a member of San Joaquin Angels; and a mentor for Inner City Advisors.
Committee Member 3 - Stu Gilman
Mr. Gilman is a long-time small business owner who is involved with the Stockton Chamber, on the GRC for Modesto Chamber, is an elder at the Calvary Temple Worship Center, and has been spearheading economic development focus groups in the valley.  He has served many years on the Stanislaus County GOP Committee, among numerous other company boards.
Committe Member 4 - Robert Guardiola
Mr. Guardiola is a local business owner.  He is currently President of the Delta Gold Diggers, President of Gold Prospectors, and President of Central Valley Electric Car Club.
Committee Member 5 - Michael Ijams
Mr. Ijams is a practicing attorney for over 32 years in Modesto, has a broad background in real estate and litigation transactions, as well as environmental issues.  He has negotiated commercial leases and large commercial lending agreements.  He has defended public entities in liability actions in State and Federal Court.  He has experience with the Brown Act from previously acted as general counsel for the Oakdale Irrigation District.  He is a member of the Modesto Rotary Cloub, the Modesto Quarterback Club and is a graduate of the Modesto Chamber of Commerce's Leadership Modesto program.
Committee Member 6 - Larry King
Mr. King is a long-term resident of Riverbank and is a small business owner in the near proximity.  He is involved with the forming of the new Kiwanis Club of Riverbank and has served on the Budget Advisory Committee.
Committee Member 7 - George H. Larson
Mr. Larson is an environmental consultant, who has worked on projects for Federal, State and local agencies.  He was an appointed CEO for the CA Integrated Waste Management Board and has been a lobbyist in California for over 18 years.  He is a Vietnam Veterans of CA member focusing on job placement for veterans, has worked with the LRA for the past 2 years by attracting potential companies to locate at the Riverbank Industrial Complex, and is familiar with the facility's history and the base realignment procedures.
Committee Member 8 - Cary Pope
Mr. Pope is a Riverbank resident for over 25 years, has over 32 years experience in the real estate field as a broker, developer and builder.  He has built or developed over 1,500 residential units along with numerous commercial and industrial developments in the valley for the last 30 years.  He has extensive knowledge of contracts, leases and particularly Land Use and Land Use related issues, and has a wide range of business contacts in the region.  He was the past President of the local Building Industry Association and past President of the Ceres Chamber of Commerce.
Committee Member 9 - Carla Strong
Ms. Strong is a financial expert and has various business contacts.  She is knowledgeable with the Riverbank community and previous involvement with City projects and has the ability to foster partnerships with vaqried individuals and groups.  She currently serves on the Riverbank Chamber of Commerce on the Annual Audit Committee, the Riverbank Cares Committee, the Riverbank SEAPA Forum and the Riverbank Rotary.  in the past, she has served as President and Finance Chairperson on the Riverbank Chamber of Commerce, was President of the Riverbank Rotary, and committee member on the Riverbank Downtown Redevelopment Committee.
Committee Member 10 - Dennis Zinner
Dr. Zinner is educated in the sciences which allows him to look for cause and effect relationships.  He is able to look at the same business decisions as any businessman since he's had his private practice for over 20 years.  To this day, he has been the Chairman of the Downtown Revitalization Comittee and is also on the Board of Friend's of Jacob Myers Park.
